Village-owned enterprises (BUMDes) and Merah Putih Village Cooperatives (KDMP) coexist in rural economies, creating collaboration opportunities and overlap risks. This study examines how institutional complementarity is constructed between BUMDes and KDMP in Kemranggon Village, Banjarnegara Regency, Indonesia, using an exploratory qualitative case study with data from six stakeholder positions and analysed thematically. The findings show capability-based role differentiation, hybrid governance, and continuing resource interdependence: savings-and-loan management reportedly shifted to KDMP, while BUMDes remained connected through capital cooperation, managerial experience, and profit sharing. Risk allocation, profit sharing, dual-role safeguards, and leadership continuity remain incompletely formalised. The study contributes the concept of capability-based institutional complementarity, in which distinct organisations coordinate functions and resources while preserving separate authority and accountability. Practically, the findings suggest that village and district actors can strengthen BUMDes-KDMP collaboration by clarifying organisational roles, formalising capital and risk arrangements, and preserving cooperative member authority. Economic effects are not claimed because agreements and financial records were not independently verified.
